Footway Parking in the Alberts (18/7/2005)

I acknowledge receipt of your letter dated 8/8/2005 with its enclosures, the contents of which are noted.

I appreciate that there is some considerable history to the parking difficulties within the roads contained in the Alberts. However, as stated at our meeting on 5/8/2005, the Council must be seen to enforce the parking regulations fairly and strategically across the borough. As you must appreciate, there are many roads in the borough that are also very narrow and have parking difficulties where footway parking is still enforced 24 hours a day.

Since zone G was introduced, the times of enforcement have changed from 0830 hrs - 1830 hrs to 1000 hrs - 1630 hrs and the previous arrangements regarding footway parking have not been reviewed since 1994. As you are aware there has been significant changes in traffic volume and movement since that time and the Council is frequently called upon to strictly enforce the parking regulations by residents throughout the borough (as was the case in the Alberts on 18/7/2005).

As stated at our meeting, there cannot be any "no go areas" within the borough in respect of parking enforcement. If a resident within the Alberts is to make a complaint directly to the Council's parking enforcement hotline, the Council has a duty to enforce. In these circumstances, I cannot give you any assurances that the parking regulations will not be enforced outside the hours of the CPZ. However, should you as chairman of the Association wish to advise your residents within the Alberts that any resident with a parking problem outside their property come to the chairman first before contacting the Council then parking attendants (PA) need not visit the area. If PAs do have to visit the area, all vehicles causing a parking contravention would be ticketed not just the vehicle the subject of the complaint.

In respect of the 18 PCN's issued on the evening of 18/7/2005, I have agreed with the Parking Enforcement Manager that these tickets will be cancelled. I am not in a position to comment on the other ticket mentioned issued on 22/6/2005, which is currently being dealt with by the Appeals Section within parking enforcement.
