PAVEMENT PARKING FINES IN THE ALBERTS ON MONDAY, 18 JULY 2005
My thanks to both you and Michael Potter for sparing the time on Friday, 5 August to come to The Alberts to discuss the pavement parking fines served on 18 or so residents on Monday 18 July at around 9.30 pm.
Following our meeting I further researched the Association's papers and enclose details of pavement parking arrangements that both I and Gordon Bell recalled. These arrangements have been in place for the past 11 years, since March 1994, when local councillors concluded an agreement with the council's traffic section which recognised the intense pressure on parking spaces in our area, especially in the evenings. It was agreed that "NO tickets will be issued on cars which have parked overnight on the pavement UNTIL 9.30 am, every day" and that the agreement will "operate 7 days a week".
I enclose copies of the two notifications that all residents received at the time - the first allowing footway parking until 9.00 am, the second until 9.30 am. They are taken from editions of the Richmond Hill Liberal Democrats newsletter "Comments" - Liberal Democrat Councilors represented our ward at the time. As you are aware our CPZ hours were shortened to 10.00 am to 4.30 pm in May 2003 and it would therefore seem sensible that the agreement should be amended from 9.30 am to 10.00 am to take account of this.
As all those who received notices on 18 July were parked within the terms of the agreement I think you will agree that they were not at fault. I would like to be able to advise those I notified in my letters of 19 and 26 July to Selvin Lambert that their fine notices are consequently cancelled - perhaps you will let me know that I can legitimately do this? I would similarly like to advise the resident at 66 Albert Road (car reg LX1 428) who received a ticket for a similar "offence" at 9.10 am on Wednesday, 22 June which she has contested.
